Disclosed are systems and methods for non-adaptive beam scanning in wireless networks. In some embodiments, non-adaptive beam scanning is performed on the transmit beam pattern (16) of the transmit node (12) that divides the service coverage area (18) of the transmit node (12) into transmit partition cells (20). A method of operating the sending node (12) is provided. A method of transmitting a known signal using each of a plurality of scanning beam patterns in each of a plurality of beam scanning stages over each non-overlapping radio resource slot. The scanning beam pattern in the beam scanning stage corresponds to a different transmission beam pattern (16) of the transmission node (12), with each unique combination of scanning beam patterns consisting of one scanning beam pattern obtained from each of the beam scanning stages.
