PROBLEM TO BE SOLVED: To provide an improved concept for decrypting or encoding an audio signal.

SOLUTION: A decryption device which decrypts an encoded audio signal includes: a spectral area audio decoder 112 that has first spectral resolution and creates a first decrypting expression of a first spectral part of a first set; a parametric decoder 114 that has second resolution lower than the first resolution and creates decrypting expression of a second spectral part of a second set; a frequency regenerator 116 that reconstructs a reconstruct second spectral part having the first spectral resolution using one first spectral part and spectral envelope information with respect to a second spectral part; and a spectral time converter 118 that converts the first decrypting expression and the reconstruct second spectral part into a time expression.
