PROBLEM TO BE SOLVED: To prevent a decline in throughput of a backward channel in a communication system in which a communication resource is assigned in time division to each communication terminal base on the quality of the downward channel measured from a pilot signal.

SOLUTION: A retransmission requesting signal generating section 119 outputs an ACK signal or NACK signal to a NACK signal counting section 120 based on the error detected results of an error detecting section 118 and the counting section 120 counts the number of NACK signals (namely the number of retransmitting times of data) outputted until the ACK signal is outputted from the generating section 119 at every communication mode. Then a table rewriting section 121 compares the number of retransmitting times counted by means of the counting section 120 with a prescribed threshold for number of retransmitting times and rewrites the contents of a communication mode table 102 based on the compared result.
