PROBLEM TO BE SOLVED: To transmit control information addressed to each communication terminal when each communication terminal uses an individual channel to carry out uplink packet transmission to all communication terminals for carrying out uplink packet transmission without the need for transmitting identification information and for changing the individual channel.

SOLUTION: A wireless base station apparatus is provided with a channel signal forming unit 110 for control information in addition to individual channel signal forming units 101-1 to 101-N in order to transmit control information used when each communication terminal forms an uplink transmission packet signal. The unit 110 multiplexes the control information (RG information ACK/NACK or the like) addressed to a plurality of communication terminals in compliance with multiplexing rules preset with each communication terminal in a channel encode section 111 and a spread section 113 uses a spread code in common to each communication terminal and performs spread processing to form a channel signal for control information for uplink packet transmission.
