PROBLEM TO BE SOLVED: To solve the problem that a multiuser diversity effect cannot be obtained sufficiently depending on the location of a terminal and a slot assigned thereto.

SOLUTION: A transmission control method for transmitting data to be transmitted through a plurality of antennas using regions defined by frequency and time axes comprises steps for: providing the data to be transmitted with a delay different from each other according to a cyclic delay for each of the antennas; and providing the data to be transmitted with one of a plurality of initial phases for each of the regions so that an initial phase for at least one of neighboring regions is different from initial phases for other regions which are adjacent to each of the regions. The transmission control method is characterized in that each of the plurality of initial phases is cyclically given for each of the same number of regions in the time or frequency axis.
