PROBLEM TO BE SOLVED: To provide a method for controlling transmission from a mobile station to a base station on a multiple access channel.

SOLUTION: A power control information packet 110 made up of power control bits 120 is transmitted from the base station to the mobile station. The power control bits in the packet each have a position mapped to a selected access channel and a time offset. The packet is received at a first mobile station and then a message is transmitted from a first on mobile station to the base station on a first access channel and at a first time offset. The message is transmitted from the first mobile station at a power level determined in response to the power control bit in the packet.
