12. An apparatus for controlling the transmission of signals on a plurality of M multiple access channels from one or more plurality of mobile stations to a base station. The power control information packet formed from the plurality of power control information bits is transmitted from the base station to one or more mobile stations 1300. Each power control bit in the power control information packet has a position mapped to a selected access channel and a time offset in the selected access channel. The power control information packet is received at the first mobile station 1300. The message is then sent from the first mobile station 1300 to the base station at a first access channel and a first time offset associated with the first access channel. The message is sent to the first mobile station 1300 at a power level determined according to the first power control bit in the power control information packet. The first power control bit is located at a first point in the power control information packet mapped to the first access channel and the first time offset.
