PROBLEM TO BE SOLVED: To provide an improved method for initiating services to mobile terminals and to reduce power consumption of mobile terminals.

SOLUTION: An entity located in a core network manages a mobile terminal capable of communicating with the core network through a first access network and a second access network where radio access technology of the first access network is different from that of the second access network. The entity comprises: transmitting means that transmits through the second access network a paging request to be routed through the first access network when the mobile terminal is attached to the second access network; receiving means that receives from the mobile terminal through the second access network a message requesting a service to be delivered through the first access network; and command transmitting means that transmits a command for handover to the first access network through the second access network.
