PROBLEM TO BE SOLVED: To expand the range of an MBSFN cluster.

SOLUTION: A mobile communication system includes base stations each forming a cell and transmitting MBMS data to a mobile station located in the cell and control stations each controlling a connected base station. The control stations include at least one first control station and one second control station that determines a frequency for the cell and MBMS data transmission timing to instruct the first control station. Each of the first and second control stations performs time synchronization with another control station instructs the connected base station to set the frequency determined by the second control station to the cell and transmits to the connected base station the MBMS data in synchronization with the transmission timing determined by the second control station.
