The present invention provides a method and apparatus for transmitting and receiving control information while randomizing inter-cell interference due to uplink transmission in a mobile communication system in a multi-cell environment. Specifically, when multiplexing uplink control information between different users, each cell or user may use each other for use in different single carrier-frequency division multiple access (SC-FDMA) symbols in one slot or subframe. By applying different random values to the control information for each SC-FDMA symbol and transmitting them, the inter-cell interference is randomized to reduce the inter-cell interference and improve the reception performance of the control information.
