An apparatus and method for transmitting and receiving control information are provided to reduce inter-cell interference when control information from different users is multiplexed in a multi-cell environment. A method for transmitting control information in a SC-FDMA(Single Carrier-Frequency Division Multiple Access) system comprising: generating different cyclic shift values for used in different SC-FDMA symbols in one of a slot and a sub-frame; cyclically shifting a sequence allocated for CDM(Code Division Multiplexing) of control information by the cyclic shift values; and combining a control channel signal including the control information with the cyclically shifted sequences on an SC-FDMA symbol basis and transmitting the combined control channel signal in the SC-FDMA symbols.
