According to the present invention, the overhead of high load and uplink for the mobile station can be reduced when notifying the CQI measurement result of the PRB necessary for scheduling or adaptive modulation. In the base station, a set of PRBs (active sets) for notifying measurement results of CQI are determined for each mobile station. Each mobile station measures and notifies the base station only of the CQI of the PRB forming the active set designated by the base station. Accordingly, not only the load on the mobile station can be reduced, but also the amount of information for notification of the CQI is reduced, thereby reducing the overhead of the uplink.
