A communication system, a method for the communication system, and a mobile station and a base station used for the communication system are provided to enable each mobile station to measure CQI(Channel Quality Information) only of PRBs(Physical Resource Blocks) which constitute an active set designated by a base station and to notify the base station of the measured results, thereby reducing loads for each mobile station. When calls are established between base stations and mobile stations(S1), a scheduling process for allocating frequency and time resources to the mobile stations is executed(S2). Locations of the mobile stations within a cell are decided on(S3). Active sets of PRBs for each mobile station are determined, and the active sets are transmitted as each downlink signal to each mobile station(S4).
