The wireless device proceeds to reestablish a radio resource control (RRC) connection for emergency calls after a failure situation in an LTE network environment. This radio device establishes Radio Resource Control (RRC) to make emergency calls. The radio detects a failure condition that interrupts a radio resource control (RRC) connection, such as a radio connection failure. The radio looks for available cells that can reestablish radio resource control (RRC) connections, but only for acceptable cells. The radio proceeds to reestablish a Radio Resource Control (RRC) connection to an acceptable cell. The radio may also only attempt to re-establish radio resource control (RRC) connections to cells that are part of the Public Land Mobile Network (PLMN) where the original acceptable cell was also part of. The radio can also enter RRC_IDLE mode when it detects a failure condition.
