In the case where measurement of communication quality using a wideband signal is performed at the same time as data transmission and reception using a predetermined frequency band, deterioration in the quality of data transmission and reception is prevented. The transmission device 1 can transmit data to the reception device 2 using the first frequency and the second frequency. Here, the transmission part 1a of the transmitter 1 transmits a predetermined | prescribed wideband signal in the frequency band except 1st frequency in a 1st period, and transmits in the frequency band except 2nd frequency in a 2nd period. The measuring unit 2a of the reception device 2 measures the communication quality with the transmission device 1 based on the wideband signals received in the first period and the second period.
