A method and apparatus are provided for determining a starting position of a redundancy version in a circular rate matching operation. At least one information bit block to be transmitted is encoded and then subdivided into sub-blocks of a plurality of coded bits. The interleaved coded bits of the plurality of subblocks are collected and filled into a cyclic buffer, the cyclic buffer having a plurality of redundancy versions, wherein each redundancy version corresponds to a start bit index of the cyclic buffer. For each transmission, the bit subset is selected from the circular buffer by selecting the redundancy version. A selected subset of bits is modulated and transmitted via at least one antenna. In the redundancy version, the number of bits between the start position of the first redundancy version and the start position of the second redundancy version is not divided by at least one modulation order.
