PURPOSE: A circular buffer rate matching method and a device for a turbo coded MIMO-OFDM wireless system are provided to optimally determine the start point of redundancy version in a circular buffer-matching/HARQ operation for transmission. CONSTITUTION: Three streams(312,314,316) is individually interleaved by a sub block interleaver(318). The interleaved bit stream(S) is recorded in a buffer. The interleaved P1/P2 stream is interlaced according to a bit. The P1/P2 stream is recorded in the buffer. Four redundancy versions(RV) is defined. Each redundancy version specifies start bit index of the buffer. A transmitter selects one RV for each HARQ(Hybrid Automatic Repeat reQuest) transmission.
