The methods described herein are for wireless communication systems. One aspect of the invention relates to a method for a HARQ process, the HARQ process comprising a first transmission of an encoder packet and at least one retransmission. The method entails allocating transmission resources for each transmission. The method involves transmitting control information from the base station to the mobile station for each transmission. The control information includes information for uniquely identifying the HARQ process and identification of one of a time resource, a frequency resource, and a time frequency resource allocated for the transmission. In some embodiments of the invention, specific control information is signaled from the base station to the mobile station to enable RAS-HARQ operation. In some embodiments of the invention, the retransmission signal is included as part of the regular unicast signal used for both the first transmission and the retransmission. In some embodiments of the invention, the tri-state acknowledgment channel and the associated recovery operation allow the base station and the mobile station to recover from control signal errors and to reduce packet loss.
