PURPOSE: An apparatus and a method for generating codes in a communication system are provided to generate optimum sub-codes and complementary codes by using turbo codes. CONSTITUTION: An encoder(101) encodes an encoder packet and outputs a symbol. A convolutional encoder or a turbo encoder are used as the encoder(101). The encoder(101) outputs symbols of 15360 bits if a code rate of the encoder(101) is 1/5 and data of 3072 bits are inputted. A channel interleaver(102) interleaves the symbol generated from the encoder(101) according to a predetermined rule. A QCTC generator(103) punctures and repeats the interleaved signal of the channel interleaver(102) and outputs a sub-code. Accordingly, the QCTC generator(103) generates the first sub-code including 21504 symbols when the number of interleaved symbols is 15360 and the code rate of the sub-code is 307.2kbps.
