A method for efficiently utilizing radio resources by using predefined length indicator information in a mobile communication system which supports a voice service via a packet network is provided to avoid inserting plural information for expressing a start position/termination position of an RLC(Radio Link Control) SDU(Service Data Unit) by using one bit information for expressing that size of the RLC SDU is the same as that of an RLC PDU(Protocol Data Unit). A method for efficiently utilizing radio resources by using predefined length indicator information in a mobile communication system which supports a voice service via a packet network comprises the following several steps. A sending side RLC layer receives an RLC SDU from an upper layer(705). The sending side RLC layer notifies a lower layer of the size and the number of PDUs of the received RLC SDU(710). The sending side RLC layer waits till the lower layer notifies the size and the number of the PDUs to be used in the next transmission range(715). The RLC layer checks whether the size of the PDUs, notified by the lower layer, is the same as the size of the SDU and it is necessary to transmit LI 0000 000 via the RLC PDU. In case that the size of the PDUs, notified by the lower layer, is the same as the size of the SDU and it is not necessary to transmit LI 0000 000 via the RLC PDU, the RLC layer sets an F field with 0(725), inserts the RLC SDU into a data field of the RLC PDU without using the LI(730), and sends the RLC PDU to the lower layer(735). In case that the size of the PDUs, notified by the lower layer, is not the same as the size of the SDU or it is necessary to transmit LI 0000 000 via the RLC PDU, RLC layer sets the F field with 1(740), checks whether there exists an intermediate RLC PDU among the RLC PDUs(745), inserts a newly defined LI 1111 110 into the RLC PDU if it exists, and submits the RLC PDU to the lower layer(750).
