A CQI(Channel Quality Information) feedback device and method in a wireless communication system and a scheduling device and method using the feedback device and method are provided to properly harmonize relations between selectivity of a forward channel and a reverse load, thereby suppressing a reverse load caused by feedback as reducing deterioration of forward performance caused by reduction in quality information of a reverse channel. A scheduler of a base station collects average CQI(800), and collects other information required for scheduling(802). The scheduler checks whether CQI received from a particular terminal includes CQI for each sub-band(804). If so, the scheduler checks whether the sub-bands are assignable to the terminal(806). If so, the scheduler determines to enter an AMC(Adaptive Modulation and Coding) transmission mode, and determines a data rate of AMC mode transmission by using the CQI related to the corresponding sub-bands(808). The scheduler provides control information to control power of a control channel by using average CQI for entire bands(812).
