A method and apparatus for radio resource control in a multiple input multiple output (MIMO) orthogonal frequency division multiplexing (OFDM) communication system is disclosed. A channel metric is calculated for each of the plurality of transmit antennas. Subcarriers are assigned to each transmit antenna according to the channel metric of each transmit antenna. The signal is transmitted at each antenna using the assigned subcarrier. Adaptive modulation and coding and transmission power control of each subcarrier may be further performed according to channel metrics. Power control may be performed for each antenna or for each subcarrier. In performing power control, one subset of transmit antennas may be selected, and waterfoaming may be applied only to those selected antennas. Watering may be based on SNR instead of channel response.
