PURPOSE: A wireless communication system and a method for operating an idle state of the wireless communication system are provided to discontinuously transmit a forward channel in base stations of the wireless communication system, thereby suppressing interference of a forward channel among the base stations. CONSTITUTION: If it is a connected state, a base station checks a presently communicating terminal(611,613). If there is no presently communicating terminal, the base station initializes a channel transmitting cycle, a cycle maintenance period, and channel transmitting time(615). If it is an idle state, the base station determines a need which transits to the connected state(617,619). If it does not need to transit to the connected state, the base station operates in the idle state(621). If the presently communicating terminal exists, the base station operates in the connected state(623).
