A base station for receiving an acknowledgment or negative acknowledgment signal (ACK / NACK), comprising: a transmission unit configured to transmit a control signal using one or a plurality of control channel elements (CCE), and a reception unit configured to receive an ACK / signal NACK, wherein the ACK / NACK signal is multiplied by an orthogonal sequence, by a sequence defined by a cyclic shift, and by any one of the first value or the second value, said first value rotating the constellation s ACK / NACK by 0 degrees, and the second value rotates the constellation of the ACK / NACK signal by N degrees, which differs from 0 degrees on the axis of rotation, while the said orthogonal sequence has a sequence index corresponding to the index of the physical control channel of the uplink communication (PUCCH ) associated with the first CCE number from said one or a plurality of CCEs, and the cyclic shift corresponds to said PUCCH index, and in the case where said PUCCH index is in the first group of PUCCH indices, ACK / NACK is multiplied by the same value from the first value or the second value both for transmission in the first slot and for transmission in the second slot, and in the case when the said PUCCH index is in the second group of PUCCH indices, the ACK signal / NACK is multiplied by different values from said first value or second value for transmission in the first slot and transmission in the second slot. 2.
