SUBSTANCE: invention relates to the dynamic allocation of resources in a network in a licensed and unlicensed spectrum. For this purpose, a traffic flow is identified using the scheduler, transported through a combined air interface in which the traffic stream is transported through parts as a primary band, licensed for cellular data transmission, and an additional band reserved for unlicensed data transmission; and cause the transmission point to dynamically change the rates at which the traffic flow is transmitted over the respective portions of the primary band and the additional band in such a way that the overall QoS requirement of the traffic flow is satisfied through the combined air interface.
EFFECT: technical result is to provide an opportunity for the transmission point to meet QoS requirements via a combined air interface by dynamically changing the data rates of the traffic stream through the corresponding parts of the primary band and the additional band.
