Abstract
Disclosed are a data transmission method and a device, the method comprising: a source base station determining first data and radio air interface protocol-based serial numbers of data units carrying the first data, the first data comprising data that has not been acknowledged as correctly received by a terminal during a data transmission process between the source base station and the terminal; and the source base station sending to a target base station the first data and the radio air interface protocol-based serial numbers, wherein the target base station is connected to a different core network from the source base station. In the present method, the first data and the data units of the first data sent by the source station to the target base station carry radio air interface-based serial numbers, and the radio air interface-based serial numbers are ordered in the same manner as previous data packets correctly received by the terminal, such that the terminal is capable of correctly ordering received data packets after the data is forwarded by the target base station to the terminal, thereby guaranteeing orderly submission of all received data packets to an upper layer.
