A video encoding device, such as a video encoder or a video decoder, can be configured to encode a duration between the time of elimination of the encoded image buffer (CPB) of a first decoding unit (DU) in an access unit (AU) and a second DU where the second DU is after the first DU in the decoding order and in the same AU as the first DU. The video encoding device can also determine a DU elimination time based on at least the encoded duration. The coding device can also encode supplementary enhancement information (SEI) messages of the synchronicity of a sub-image associated with the first DU. The video coding device can also determine a DU elimination time based on at least part of the SEI synchronization message of the sub-image.
