A video coding device, such as a video decoder, is configured to decode the coded picture buffer (s) for the access unit (AU) in both the access unit level and the sub-picture level, regardless of the value of the syntax element that defines whether the decoding unit CPB) arrival time and the CPB nominal removal time. The video coding device may also be configured to determine a cancellation time of the AU based at least in part on one of the CPB arrival time and the CPB nominal cancellation time and to decode the video data of the AU based at least in part on the cancellation time .
