A video encoder signals, in a coded video bit stream, a set of video parameters (VPS) that includes a plurality of parameter syntax structures of the hypothetical reference decoder (HRD) by its acronym in English) where each one includes HRD parameters. For each parameter syntax structure of the respective HRD in the plurality of parameter syntax structures of the HRD, the VPS further includes a syntax element indicating whether the parameters of the HRD of the parameter syntax structure of the respective HRD include a set common of HRD parameters in addition to a set of HRD parameter information specific to specific sub-layers for a particular sub-layer of the encoded video bit stream. The common set of HRD parameters is common to all sub-layers of the encoded video bit stream. A video decoder or other device decodes, from the encoded video bitstream, the VPS and performs an operation by using the HRD parameters of at least one of the HRD parameter syntax structures .
