A nested device encapsulated by a scalable nesting SEI message based at least in part on a syntax element in a scalable nesting supplemental enhancement information (SEI) message encapsulated by a SEI network abstraction layer (NAL) unit. Determine whether the SEI message is applicable to the default sub-bitstream. The default sub-bitstream is an operation point expression of an operation point defined by a layer identifier defined by a NAL unit header in SEI NAL units and a time identifier defined in the NAL unit header. When a nested SEI message is applicable to the default sub-bitstream, the device uses the nested SEI message in operation on the default sub-bitstream.
