A video encoder signals a video parameter set (VPS) including a plurality of HRD parameter syntax structures each including a virtual reference decoder (HRD) parameter in the encoded video bitstream. For each HRD parameter syntax structure in the plurality of HRD parameter syntax structures, the VPS is a sublayer specific HRD in which the HRD parameters of each HRD parameter syntax structure are specific to a particular sublayer of the encoded video bitstream. In addition to the set of parameter information, it further includes a syntax element that indicates whether to include a common set of HRD parameters. A common set of HRD parameters is common to all sublayers of the encoded video bitstream. A video decoder or other device decodes the VPS from the encoded video bitstream and performs operations using at least one HRD parameter of the HRD parameter syntax structure.
