The invention claims a method for allocating and mapping resources in a wireless communication system are described. system may use hop-ports to facilitate allocation and use of subcarriers. in one aspect the hop-ports into a plurality of sub areas each sub region including a configurable number of hop-ports. can be replaced or shuffling the hop-ports in each sub area based on a permutation function. after replacement can be for example frequency hopping or global hopping based on the ground all hop-ports in sub area are mapped to a plurality of subcarriers. In another aspect can be one set of hop-ports are mapped to one subcarrier set. hop-ports may be mapped to the available subcarriers and then remapped to another available subcarrier. In yet one aspect can be one set of hop-ports mapped to (e.g. uniformly) distributed on all the subcarriers but avoiding the reserved sub-carriers in the area of one set of subcarriers.
