A technique for allocating and mapping resources in a wireless communication system is described. In this system, subcarriers can be easily assigned and used by using hop ports. In one aspect, the hop port is divided into a plurality of subzones, and each subzone can include a configurable number of hop ports. The hop ports in each subzone can be reordered or shuffled based on the permutation function. After the reordering, hop ports in all subzones can be mapped to subcarriers based on local or global hopping. In other aspects, a set of hop ports may be mapped to a set of subcarriers. Hop ports can be mapped to unavailable subcarriers and then remapped to other available subcarriers. In yet another aspect, the set of hop ports may be mapped to a set of subcarriers distributed (eg, evenly) across all subcarriers, but avoiding subcarriers within the reserved zone.
