A method a base station and a user terminal for implementing uplink resource grant are provided. The method includes: carrying the index of the uplink resource in the uplink resource assignment grant wherein the index of the uplink resource corresponds to at least one uplink resource in terms of grant; and sending the uplink resource assignment grant. The base station includes an index carrying module and an instruction sending module. The user terminal includes an instruction receiving module an instruction resolving module and an execution module.
