The invention provides a sending method, device and system of state reports, for solving at least the problem that segments of an RLC (radio link control) SDU (service data unit) are repeatedly transmitted due to the misinterpretation of a transmitting end device by using an RLC state report sending mode in LTE (long term evolution) in 5G (5rd generation). The method includes the steps: a receiving end device receives a radio link control RLC protocol data unit PDU whose sequence number SN is x, wherein the RLC PDU includes segments of the RLC service data unit SDU, and x is the SN of the RLCPDU with the largest SN in the received RLC PDU in a current receiving window of the receiving end device; and when a first timer is overtime and the receiving end device does not completely receive the RLC SDU, the receiving end device sends N states PDUs to the transmitting end device, wherein the first timer is a timer that needs to be started when the receiving end device has an RLC SDU that is not completely received, and the N state PDUs include the receiving state of all the RLC SDUs in which SN<x, and N is a positive integer greater than or equal to 1.
