The invention claims a method in a NB-narrowband TDD (Time Division Duplex) mobile communication system transmits the TFCI (transport format combination indicator) encoding k consecutive input bits into m symbols device indicates the sequence of each transmission frame in turn. encoder uses the (Pseudo) sequence extended Reed-Muller (Reed-Muller) code encoding the k input bits in a sequence where 2n> m of at least 2n symbols. the retractor to a sequence of 2n symbols from an encoder to shrink so as to output m symbols of the sequence.

Disclosed is an apparatus for encoding k consecutive inputs indicating a TFCI (Transport Format Combination Indicator) of each of successively transmitted frames into a sequence of m symbols in an NB-TDD (Narrowband-Time Division Duplex) mobile communication system.
