PROBLEM TO BE SOLVED: To provide an apparatus for encoding k-pieces of consecutive inputs which indicates a TFCI (Transport Format Combination Indicator) of each of successively transmitted frames into a sequence of m-pieces of symbols in a mobile communication system using an NB-TDD (Narrowband-Time Division Duplex) system.

SOLUTION: An encoder encodes the k-pieces of input bits into a sequence of at least 2 n-pieces of symbols (where 2n>m) using extended Reed-Muller codes from a Kasami sequence. A puncturer performs puncturing on the sequence of 2n-pieces of symbols from the encoder so as to output a sequence of m-pieces of symbols.
