K number of pieces of transport format combination indicator (TFCI) indicating respective transmission rate information of frames continuously transmitted in a mobile communication system using a narrowband-time division duplex (NB-TDD) scheme. An apparatus for sequentially encoding input bits into a sequence of m symbols is provided. The encoder encodes the k input bits into a sequence of at least 2 n (where 2 n > m) symbols using an extended Reed-Muller code from the Kazami sequence. The puncturer performs puncturing of a sequence of 2 n symbols from the encoder to output a sequence of m symbols.
