A method for negotiating security capability, which is applicable for negotiating security capability during a mobile network transfer, comprising: A. receiving (202, 203), by a second network, a transfer request sent for a first network; B. select (207), by an access network entity of the second network, a corresponding security capability; and C. send (210, 211), through the second network, the selected security capabilities to a UE via the first network; in which the first network is a 2G or 3G network; the second network is a long-term evolution network, LTE, the access network entity of the second network is an evolved node B, eNodeB. in which operation B comprises: B1. sending (205), by a mobility management entity, MME, a transfer preparation request message to the eNodeB, the transfer preparation request message carrying a radio resource control algorithm, RRC, and a transmission algorithm user plane, UP which are supported by the UE, in which the RRC algorithm comprises an encryption algorithm and an integrity protection algorithm; and B2. select (207), for the eNodeB, an RRC algorithm and a UP algorithm that are supported by the UE and the eNodeB according to the RRC algorithm and the UP algorithm that are supported by the UE and an RRC algorithm and a UP algorithm that They are supported by eNodeB.
