The present invention provides a method for security function negotiation during a handover between mobile networks. The method includes: A. a second network receiving a handover request from a first network; B. an access network entity of the second network selecting a corresponding security function or the access network entity and a core network entity of the second network selecting corresponding security functions respectively; and C. the second network sending the selected security function to a user equipment UE through the first network. The present invention also provides a system for security function negotiation. The disadvantagethat the MME must acquire the security function of the corresponding eNB in a certain manner during a handover from a 2G/3G network to a LTE network and new requirements must be introduced to SGSN during a handover from the LTE network to the 3G network can be avoided by the present invention.
