An eNB (106, 202), comprising: a device-to-device circuit system (110, 210) configured to assign a plurality of periodic discovery zones for a device-to-device discovery, where: each of the plurality of Periodic discovery zones include a first plurality of resource blocks and a second plurality of subframes; the device-to-device circuit system (110, 210) is further configured to configure a user equipment (206, 208, 710) to use the at least one periodic discovery zone to transmit a discovery message; the plurality of periodic discovery zones is divided so that the plurality of periodic discovery zones comprises at least one non-contention discovery zone that is available for user equipment from device to device (206, 208, 710) in mode connected to an eNB, and at least one contention-based discovery zone that is available to all user devices from device to device (206, 208, 710); and where the eNB (106, 202) is configured to signal the division of the plurality of periodic discovery zones using RRC signaling.
