Techniques for reporting radio access network (RAN) user plane congestion (UPCON) are disclosed. In one example, a core network (CN) device may include computer circuitry. The computer circuit is configured to receive a UPCON event report using a UPCON container that includes a congestion status indicator that indicates the UPCON status, and to modify the UPCON process based on the congestion status indicator. The CN device includes a mobility management entity (MME), a serving gateway (S-GW), a packet data network (PDN) gateway (P-GW), a policy and charging enforcement function (PCEF), a policy and charging rule function ( PCRF), Serving General Packet Radio Service (GPRS) Support Node (SGSN), Gateway GPRS Support Node (GGSN), Access Network Discovery Selection Function (ANDSF), Operation and Maintenance (O & M) Subsystem, UPCON Server, Proxy Or a standalone functional entity.
