A method and system for supporting voice over internet protocol (VoIP) service over a wireless communication network is disclosed. Data is encoded at the encoding rate specified by the controller to generate a VoIP packet. Among the encoded data, bits that are sensitive to errors and bits that are not sensitive to errors are identified, and error protection is performed separately by the medium access control layer and / or the physical layer.
