PROBLEM TO BE SOLVED: To reduce a communication overhead and eliminate the complicatedness of a communication mounting in a hybrid ARQ method for transmitting packet data.

SOLUTION: In the hybrid ARQ method the packet which has been transmitted already is coupled to the packet which has been transmitted again. Each packet is made sequential so as to be divided into a plurality of protocol data units (PDU) and each sequence number is given to each PDU in order to identify it. Further each sequence number is transmitted in a controlling channel independent of the channel wherethrough each PDU is transmitted.
