PROBLEM TO BE SOLVED: To reduce the signaling size of an interference indicator.

SOLUTION: A base station includes an interference overload indicator generation control subsystem (1000) an interference overload indicator generation subsystem (2000) and a reception/transmission subsystem (3000). The interference overload indicator generation control subsystem (1000) determines whether or not the condition of interference indicator generation start is met and activates the interference overload indicator generation subsystem (2000) only when it is met. By to this the signaling size of the interference indicator can be reduced. In order to further reduce the signaling size the signaling of the interference indicator is generated and transmitted by a differential coding method a status coding method a bitmap method etc. According to the invention the generation control mechanism of the interference indicator is comparatively simple and the signaling size of the interference indicator is small.
