The present invention provides an interference overload indicator generating apparatus, an interference overload indicator generating method, and a base station apparatus for use in a cellular communication system of uplink FDMA. The base station apparatus includes an interference overload indicator generation control subsystem 1000, an interference overload indicator generation subsystem 2000, and a transport subsystem subsystem 3000. The interference overload indicator generation control subsystem 1000 determines whether the generation start condition of the interference indicator is satisfied, and activates the interference overload indicator generation subsystem 2000 only when the condition is satisfied. Thereby, the signaling size of the interference indicator can be reduced. In order to further reduce the signaling size, signaling of the interference indicator is generated and transmitted by a method such as differential coding, state coding, bitmap, or the like. According to the present invention, the generation control mechanism of the interference indicator is relatively simple, and the signaling size of the interference indicator is small.
