PROBLEM TO BE SOLVED: To reduce the signaling size of an interference indicator.

SOLUTION: The base station includes: a generation control subsystem (1000) of an interference overload indicator a generation subsystem (2000) of an interference overload indicator and a transmission/reception subsystem (3000). The generation control subsystem (1000) of an interference overload indicator determines whether the generation start conditions of an interference indicator are met or not and actuates the generation subsystem (2000) of an interference overload indicator only when the conditions are met. Consequently the signaling size of an interference indicator can be reduced. In order to further reduce the signaling size signaling of an interference indicator is generated by such a method as differential coding state coding or bit mapping and transmitted. According to this unit the generation control mechanism of an interference indicator is relatively simple and the signaling size of an interference indicator is small.
