PROBLEM TO BE SOLVED: To provide a transmitter and a transmission method that transmit channel quality information in a communication system.

SOLUTION: A transmitter for periodically transmitting a channel quality information report to a reception entity has a transmission unit for transmitting a first channel quality information report for reporting the average of channel quality measurement values of a resource block at a first report frequency and a second channel quality information report on a predetermined sub set of the resource block. The transmission unit transmits a second channel quality information report during two transmission operations of the first channel quality information report and transmits plural second channel quality information reports on the predetermined sub set of the resource block at a second predetermined report frequency. The first predetermined report frequency is different from the second predetermined report frequency.
