PROBLEM TO BE SOLVED: To provide a mobile communication network suitable for a machine-type communication (MTC) service.SOLUTION: A mobile communication network includes: a communication device 101 capable of operating to communicate a packet with a base station via a wireless access interface; a packet gateway 104; and a mobility manager 105. The mobility manager receives, from the communication device, a signaling packet including desired user data to a transmission destination. If the mobility manager finds that the packet is not associated with any signaling connection established between the mobility manager and the communication device, it transmits the user data included in the signaling packet to the transmission destination.SELECTED DRAWING: Figure 11
