PROBLEM TO BE SOLVED: To promote efficient utilization of memory bandwidth by restricting the range of vector components in scaling motion vector prediction candidates.

SOLUTION: A motion estimation unit 42 of a video encoder scales scaled candidate motion vectors to stay within a motion vector range; or clips a vertical component of the scaled candidate motion vectors to stay within a vertical specified range and clips a horizontal component of the scaled candidate motion vectors to stay within a horizontal specified range.
